Hello,
I have created a report by connecting to Power BI datasets from one workspace. I wonder if I can publish the report to a new workspace or I can only publish to the one with all the datasets?

Yes you can either save a copy into another WS or publish a report without a dataset

Yes, you can publish a report to a different workspace than the one where the dataset resides. When you create a report by connecting to a Power BI dataset from one workspace, you're essentially creating a "live connection" to that dataset.
A simple way for you to try: Create a new report from an existing dataset in Power BI Service, and click "save as". You will see it asks you for the target workspace.
In the Power BI Lineage, the origin dataset workspace and the report workspace will both be visible.

Yes, you can publish to a different workspace. If you share your report with others, you need to make sure they have read permissions on the dataset.
I think you can publish it to a different workspace.
