Can I create workspaces with a Pro License?

Can a Pro License holder create a workspace?

 

When I try I get this message:

    Hi MichaelF1 ,

     

    Yes, a pro license (being the standard license) will allow you to create workspaces and many other functions.  The administrator of your tenant needs to allow the creation of workspaces (and other functions) that you may want to use.
