    Step 1

    Count of Contractor = count('Count'[Contractor])
     
    Step 2
    Total Count per Contractor = CALCULATE(COUNT('Count'[Contractor]),ALLEXCEPT('Count','Count'[Contractor]))
     
    Step 3
    Solution Count = DIVIDE('Calendar Table'[Count of Contractor],'Calendar Table'[Total Count per Contractor])
