I've had this problem for a few months now and it is really, really annoying.
My setup:
1. PowerBI service
2. Data source is a CSV file of about 6-7MB on One Drive.
3. I setup the report, dashboard everything's fine.
4. After a few days, PowerBI would complain about unable to load the file, some message like this:
We are unable to locate the file on OneDrive for Business. Please check that the file exists in this location.
Please try again later or contact support. If you contact support, please provide these details.
But the file does exist on OneDrive, could this be a OneDrive problem? (I am on a corporate Office 365 account)/

Pls check whether the onedrive refresh is enabled.
If yes,try to delete the dataset then reconnect the data source from one drive.
@vancanus Not sure what to do with this one. I have seen the Service go through intermittent issues with things like OneDrive and SharePoint Online. You could check the Issues forum here:

And if it is not there, then you could post it.
