Buying Pro License

There are 20 Power BI users in our organization, out of them 2 are developers, what is the procedure to buy pro license?, does each user needs to individually pay for pro license ?

1. How to get the membership of Global or billing admin role in microsoft 365 as mentioned in prerequisites?

2. How to get the ownership of Azure subscription as mentioned in prerequisites? We do not use Azure currently
