Buttons data refresh and scheduled update disabled

I test in my side ,My page looks like yours because Power BI Service recently released an update to page layout.

If you want to set schedule refresh in Power Bi Service , you can click "Setting" of the dataset :

Or you can just click the "Schedulr refresh" icon and the "Mannual refresh" is also here:
