Building Report with Dataset shared to an external user
My organization is sharing a report and dataset to an external user. We all have Pro licenses. He is able to interact with the report.
The external user was granted the Read, Reshare and Build permissions for the dataset. He wants to create his own reports from the dataset we are sharing with him.
When the user opens PowerBI Desktop and selects "Get Data | PowerBI Dataset" , it does not show up.
It's nearly impossible for me to test the experience as an external shared user, so troubleshooting this isn't easy at all.
Is this possible?
So what I found is... the customer experience of receiving a shared report and dataset does not integrate with their typical PowerBI website. The shared report is sort of its own container.
For an invited external party to build their own report, they need to access the dataset by clicking on "Related Items" on the page of the report and this will show them the dataset with an icon to build a report in the website report designer.

You can try to use Azure B2B, see this:
Then you can publish an app and grant access to these Azure B2B users.
Last, share this app link with external users, and they can view and create their own report by using datasets.
