This is how my visual looks like in PBI desktop, where both slicer and table is showing d/mm/yyyy

You need the browser's default language to be in the needed format.
If you use a chrome, modify it to British English as a first language :
and then set a language of service as a browser's default:
Note that mobile it takes the language of the phone's settings to dates too.

this doesn't make sense if only 1 visual is affected while others are fine, especially when the format has been specified to d/mm/yyyy
