When using Chrome or IE, I am not able to utilize the Report view in Dynamics 365 (online) when opening a PowerBi Dashboard. Using FireFox I have no problems. I have already cleared cache.
This issue seems to have come up recenlty, as I was able to open the Report view about 2 weeks ago, in both Chrome and IE. Since Chrome is the recommended browser in connection with Dynamics, I am wondering if this is a known issue or if there are any other tips besides clearing chache?

According to your description, it sounds like a web browser compatibility issues. I'd like to suggest you open a support ticket to report and get better support from power bi team.
