There is no built-in option to hide the Bookmarks pane from users, even if they have edit access. For viewers , they won’t see the bookmarks unless you have added buttons or navigators to the report.
GilbertQ suggested Ideas forum to you in previous response , we would recommend submitting your detailed feedback and ideas through Microsoft's official feedback channels, such as Microsoft Fabric Ideas. Feedback submitted through these channels is frequently reviewed by the product teams and can contribute to meaningful improvements.

Hi, were you asking if Bookmark Navigator or bookmark buttons can be hidden from users and if there is a way to make bookmarks available only to developers, but not visible to viewers?
If this is what you meant, then in Power BI Service, viewers don’t see bookmarks unless they’re placed in the report as navigation elements (buttons/navigator). The “View > Bookmarks” pane is not exposed to end users.
