I would like to know more about the blue portion that appears below a dashboard while using power bi website.
Is it a result of responsive screen and adjust automatically with screen resolution or is there any option/setting to change size and color.

It is the background color of the report, By default, the background color of the report is white
The report you have offered have been set blue color of the background, it can been designed in Page Format, you can refer to the following picture.
