Block or limit Large dataset option
Hello,
Is it possible to block the usage of the "Large dataset" option into a Premium workspace or at least limit to only some people to activae the option ?

No. If they are a Contributor or higher, they can turn it on. It is a FANTASTIC feature that has several benefits, including performance benefits for models where there are fact tables > 1,000,000 records. Why would you not want it turned on? I turn it on for every model. It also makes editing models using Tabular Editor much faster as the model metadata (the JSON BIM file) is separated from the data.

I actually have some users who tends to create very large dataset and this is overloading the capacity during the refreshes which impact all the other users. We would have prefered to be able to discuss with these users before they publish these kinds of datasets rather than after.

The size of the dataset is irrelevant to the "large dataset" feature. You can publish a 500GB dataset and not turn that on, or a 1GB dataset and turn it on.
What large dataset does is make most datasets, especially large ones (over 1GB) more efficient. Large datasets in Power BI Premium - Power BI | Microsoft Learn
It sounds like your issue is people are publishing very big datasets. You cannot stop that either, not with the service. You will need to discuss and set policies to ensure datasets are designed optimally and only contain the data they need. Often datasets swell in size because users bring in all available columns, but may only use 25% of them. That other 75% just takes up space and slows things down.
