Block cloud aspect of service

I am having some issues at my company as the security team is waiting for rollout of 365 to rollout powerBI pro service, this will take some time.  The issue is they cannot yet get comfortable with the cloud aspect.

 

I just want to import excel files, connect to databases, create relational models, visuals, measures, etc., then export to Excel or Powerpoint (NOT publish to the cloud).

 

Problem is (my understanding) I need pro service to do this.  BUT if I get pro service I also have the ability to publish to the cloud - which is a no-no.  Is there a way to accomplish what I need without also opening up this gateway to the cloud? Can I make it so powerBI is a one way street?

 

The cost of the pro license is not an issue.  Please help!
