Best Practice for Verified Report

not sure what you mean by validated, but you might consider establishing a process that allows you create certified datasets:

I'm worried that the analyst could build a dataset from an Excel file that has inaccurate data, build a report off that dataset, and publish to users. The end-users wouldn't have a clue that the data may be from a non-verified dataset.

this is exactly the thing for "certified datasets".
You have to be aware that certified datasets is not a technical thing, it's a process.
You can establish a process that will certifies datasets, then you can ensure that the analysts at least tried their best.
Consider this process a compliance / data governance gate, that datasets have to pass if they want to become certified.

TomMartens From some of the other forums I've read on "Certified" it doesn't show the end-user viewing the report anything. The only people that see it is verified is the creators of the report when they're using said dataset.

my be you can use the new deployment pipelines (https://docs.microsoft.com/de-de/power-bi/create-reports/deployment-pipelines-overview) in Power BI Service (Premium licence needed). In this case you can publish all "good/approved" reports to P and your analysts can use the reports to build other things :).
