Best Practice for Verified Report
We have setup a few datasets for our business analyst to build reports from validated data, but we see the importance for allowing our analyst to be able to create their own datasets, too. What are some ways we can display to the end-consumer of the reports that the report they're receiving has been validated?

not sure what you mean by validated, but you might consider establishing a process that allows you create certified datasets:

I'm worried that the analyst could build a dataset from an Excel file that has inaccurate data, build a report off that dataset, and publish to users. The end-users wouldn't have a clue that the data may be from a non-verified dataset.

this is exactly the thing for "certified datasets".
You have to be aware that certified datasets is not a technical thing, it's a process.
You can establish a process that will certifies datasets, then you can ensure that the analysts at least tried their best.
Consider this process a compliance / data governance gate, that datasets have to pass if they want to become certified.
