i have a question about being an admin on a Workspace .
i have a Power BI report with live connection to the cube . my Data source coming from the Data lake . let's say i have a Role in the cube called France (where i can see only the data of france ) and i affected this role to som1 called "Mr.Jason"
if "Mr.Jason" is an admin on the workspace will he be able to download the PBIX with acces to all the Data or only the Data of france .

a Member or Admin of the workspace can view all the data, so RLS is not applied to those users.
Row-level security (RLS) with Power BI can be used to restrict data access for given users. Filters restrict data access at the row level, and you can define filters within roles. In the Power BI service, members of a workspace have access to datasets in the workspace. RLS doesn't restrict this data access.

Awsome Thank you ! just 1 last thing , is there a difference if the RLS is created on the cube or on Power BI ? since my connection is Live connection . Thanks again !

that is certainly a difference. RLS on the cube is still adhered to, also when the user is an admin or member.
Only RLS set up in PBI itself is overriden by an Admin or a Member in the workspace. But RLS in Power BI is not possible using a Live connection to an Analysis Cube.
