Behaviour of Persistent Filters in Power BI Service

I have the setting turned on to allow users to save filters in the Power BI service. If one user sets a filter and another user enters the same dashboard/report, does the service show each user THEIR last chosen filter or does the second person see what the first person selected?

The persistent filters are applied for each individual user. Each user will always see their own filters and it currently cannot be shared.
