Is there a way to configure an Azure-hosted Power BI Report or Dashboard such that its data is always fetched from our on-premises database servers, rather than in the cloud? Data "just passing through" could be acceptable, but having the data prefetched from our servers are served to end-users from the cloud is not.

There are several ways you can leverage reports that always connect directly to your on-premises datasources and the data is kept in those locations. The connection type is what is important here. I've blogged about this here if you want to take a look. Essentially, you can use Direct Query or a Live Connection.
