Are you using import mode or direct query mode when you connect to azure sql database? If you are using import mode, you should configure schedule refresh in power bi service. If you are using direct query and you want to see data change in dashboard or report without click "refresh" or refresh browser, you should configure cache refresh, for more details, you can refer to: https://powerbi.microsoft.com/en-us/blog/announcing-custom-cache-refresh-schedules-in-the-power-bi-service/.
