Azure Maps behavior change

Recently (in the last week or so), I have a changed behavior in the Azure Map visual. 

I use the visual with a Map Settings > Style of Blank.

The results in a map rendered on a transparent background. This has worked for a few months in service and continues to work in desktop. 

Last week a user noticed that the same report in Service which had not been updated in a month no renders the map background as beige.

Was there an update to the Azure Map visual to cause this problem, or could it be an update to the service itself?
