Azure Cost Management template app - create a copy in new workspace

I do not see an option to create a copy in new workspace for the Azure Cost Management template app, as shown in this post : https://docs.microsoft.com/en-us/power-bi/connect-data/service-template-apps-install-distribute#upda...

How do I create a multiple/different workspaces for the Azure Cost Management template app? 

The reason I need multiple versions is, I have different set of users who need this app.

After installing the first copy of the app you are prompt to update the app, notice that you can decide to "install another copy of the app into a new workspace" instead of updating:

When I click "Update App" -  I do not see this screen anymore.

You can use AppSource as your online store to host your application. This way everyone using Power BI can find your app.

When the user obtains the application and installs it, a workspace with the same name will be installed at the same time. The workspace has all the items required for further customization.
