Azure AS to Premium dataset migration

I have 5 azure analyse service S4 server every server contain 2 AS database.
The sizes of as databases are 3 to 5 Go.
What is the best architecture to migrate these databases to premium dataset ?
should I have 1 big capacity and 5 workspaces with 2 premium dataset in each workspace ?

What you can do is say buy a Power BI P2 and then still split them into 2 P1 Power BI Premium capacities?
