Automatically send reports on the first tuesday of every month

Hi all,

I want to set up my subsription settings to send out reports on the first tuesday of every month. I know I can do this on power automate premium but that is not an option for me. If the feature doesn't exist, I believe its a small feature that could help a whole lot of us out there. (below screenshot is an example from Outlook, when we create an appointment/meeting)

Have you seen this approach in Power Automate? I don't think it requires an elevated license.

Solved: Trigger first monday of the month - Power Platform Community (microsoft.com)

No, we need the paid version. Besides, I cannot really use Power Automate so that's not an option for me.
