Automated export to file for Power BI Report

Hello,

 

I am encountering an issue when attempting to use the "Export to File for Power BI Reports" action in Power Automate.

 

Despite the report being published to a workspace assigned to Premium Per User (PPU), and my account having an active PPU license, the export action fails with the following

My setup:

I’m using a Power BI Pro + Premium Per User (PPU) licensed account

The report is published to a workspace that is explicitly set as Premium per user

I selected the report from the dropdown in Power Automate (no manual IDs used). 

 

I recreated the connection in Power Automate using the correct user

Even a simple test report with one blank page fails to export

 

The workspace’s Premium settings show "Power BI Premium per User" 

 

Could you please assist me? 

That may be caused since i have just upgraded to PPU? 

Maybe some additional settings needs to be adjusted?

This error usually happens because the "Export to File for Power BI Reports" action in Power Automate only works with workspaces assigned to Premium capacity (not Premium Per User - PPU). Even if you and your workspace both have PPU licenses, the export action is not supported for PPU workspaces—it requires a workspace on a dedicated Premium capacity (SKU like P1, P2, etc.), not just PPU.

Summary/Direct Answer:

  • PPU (Premium Per User) workspaces are not supported for Export to File via Power Automate.

  • This limitation is by design from Microsoft.

  • To use the export action, the report must be in a workspace backed by Premium capacity (not just PPU).

  • Your licenses and setup are correct, but this feature is not available for PPU, which is why you see FeatureNotAvailableError and a 404 error.

What you can do:

  • Move the report to a workspace assigned to a full Premium capacity (if available).

  • Or, use other export methods supported by PPU (like exporting manually in the Power BI Service).

Manual export in Power BI means opening your report in the Power BI Service and using File > Export > PDF or Export > PowerPoint to save the report. This must be done by hand—there’s no scheduling.

Subscriptions let you receive email snapshots of the report on a schedule. You can set this up by clicking the Subscribe button in Power BI Service.
Details: Subscribe to reports and dashboards in Power BI

*Note: For automated export to file (via Power Automate), you need a workspace on full Premium capacity, not just PPU.

Thanks a lot for the explanation!

Could you please describe which solution is available in the manually export PBI? so i guess that i can scheduale a subscribe notice for my report and then i dont need the PPU liscense?
