Yes, in Power Query, simply use the Fill Down feature. Right click on that column and select Fill, Fill Down.
Note that the cells must be null, not just blanks. If they are blank, before you do the fill down, select the column, right-click and Replace, leave the first block blank, and type the word null in the second.
