Argis map fail to keep zoom level in Power bi Service (but works in desktop)

Hi Experts,

I use free Argis map in Power bi desktop, include country name in "Location", another measure in "Colour" and leave Lat & Long blank so as to show country in polygon (below attached).

I then adjust the zoom level in Layer - Labelling - chose "City" as smallest zoom level, save it.  It works fine in Power BI desktop (like if chose Japan) but fail in Power BI service. 

  

Kindly ask if there's any solution / work arounds ?
