Apps reappear after deletion

I'm trying to remove some Apps that have been assigned to me.  When I do that they will come back after a refresh of the page (sometimes 2 refreshes).  It doesn't seem to matter what browser I am using.  To recreate, open the service, click on Apps in the navigation, click the Trashcan on one of the apps, confirm deletion.  Refresh the page a couple of times and it will be back.

 

Frustrating.
