Application workspace creation privilege

 

Hi,

 

I have been trying to find out how to control privileges for application workspace creation. I though it would be possible via tenant settings, with parameter "Create template organizational content packs and apps". Unfortunately this is not the case.

 

Scenario: I have constrained tenant settings so only security group A can "Create template... and apps" and only security group B can "Push apps to end users". Publish content to the entire organization is disabled. However, a Pro user who is not member of A nor B is able to: a) create app workspace and b) publish the associated app. Is it expected? (Note the user is not a Power BI Service Administrator.)

 

Then, what can we control with "Create template organizational content packs and apps"?

  

I only found a PowerShell way to do it, and the constraint wouldn't limit to Power BI (currently a Power BI workspace automatically creates an Office 365 group) but for all O365 products. Is it still the only way to go through PowerShell? If so, I guess that me as a Power BI Service Administrator won't be capable to configure this, right?

The option "Create template organizational content packs and apps" controls whether users in the organization can create template content packs that use datasets built on one data source in Power BI Desktop. Enable/Disable this option control the privilege for entire organization.

 

Currently App workspaces are still tied to O365 Groups. The group creation in Power BI is now controlled by the group creation in Exchange Online. It looks like currently the only way to disable it is using PowerShell script  on Office 365:

PREVENT USERS FROM CREATING GROUPS IN OFFICE 365

Disable Power BI Workspace or group creation for certain users or groups

 

Tthere is a plan, creating app workspaces won't create corresponding entities in Office 365 like group workspaces do. Please see: https://docs.microsoft.com/en-us/power-bi/service-create-distribute-apps#power-bi-apps-faq
