My company has premium capacity license. I have shared an app - including dashboard and reports - with users outside our organization. The users are able to access the dashboard, but all of the tiles are hidden. I tried explicitly sharing the individual reports from which the dashboard is compiled, but they are still unable to see the tiles. Anyone have suggestions for what I'm missing here?

In Premium capacity, you can share content with external users, but they need permission not just to view the app/dashboard, but also the underlying dataset. So add your guest users (or a group they’re in) and give them at least 'Read' access ('Build' if they need to use it for their own reports)
Problem: External users can open the app but can't see dashboard tiles because they lack access to the underlying dataset.
✅ Fix:
- Give them Read or Build access to the dataset in the workspace.
- Make sure the dashboard and reports are visible in the app audience settings.
- Confirm they’re signing in as Azure AD B2B guest users.

This might be an issue of permissions or licensing. Since you have premium and you shared to the external user, did you share with an internal userid or an external userid and is that userid the one they are sgining into with?
Next, are you using RLS and they are excluded from seeing the data? Or, have you shared the dataset behind the visuals with that user or group of external users? Also, since you could share in the first place, you probably have external sharing turned on at the Power BI Tenant level, but, have you confirmed that your B2B setting are allowing external sharing?

Hi @collinq thanks so much for the suggestions! Yes, sharing is enabled on the tenant. Each of the external users is created as a guest user and received an invitation to join the tenant as a guest. They are seeing the dashboard which indicates to me they are correctly signed in. There is no RLS being used. I have not shared the dataset as I do not share it with internal users either. I created an app from the workspace with the dashboard and supporting reports visible to the app audience. Any other suggestions?
