App owns the data - capacity required?

It is the only way to share with outsiders without buying them a Power BI Pro license and inviting them into your AD as a guest, or without sharing the report as a public URL, which you definitely do not want to do. There are bots scanning for those URLs and they are not secure by design.
Note that a "premium" license that allows this is the Premium Capacity, so the A or P skus. The Premium per User does not allow this. It is per user, not per capacity/company.
Wow that's still really expensive for what I'm trying to achieve. I was hoping that I would be able to buy a Power BI Premium license and it would allow me to share the reports without having to run to that level of expense. I'm not being paid anything for providing the access to the analysis so can't consider this.
It sounds like I may have to consider a non Microsoft application if this is the only way of doing it with Power BI.

Thanks for taking the time to reply. I'm going to take a look at Tableau to see if that offers a more affordable solution then. Agree that a public URL would be a really bad idea 🤕

Sounds good. I'm going to mark this as "solved" if that is ok.
I do know the user license for Tableau is more expensive than Power BI, but the sharing out may be much cheaper than what MS is doing, I am not sure. Hope it goes well.
