App not visible to users from linked security groups

Hi all,

I’ve created a Power BI app with two audiences. Each audience is connected to an Entra (Azure AD) security group. The app is published and appears correctly for me as the owner.

However, when a user who is a confirmed member of one of these groups tries to access the app, they don’t see it at all.

  • The user has a Power BI Pro license.

  • The groups are standard security groups (not distribution lists or nested groups).

  • The groups were created quite a while ago, so this shouldn’t be a sync delay.

  • The same user can see another company-wide app that doesn’t use audiences.

  • The groups are listed under the app’s general permissions.

I’m not sure what’s missing. Do all members of a group need to have a Pro license before the group works correctly with audiences? Or could there be another issue causing this?

    CreativeEnergy   If you haven't already tried this ,Instead of groups try assigning audience by individual users temporarily to test if the app is visible. This will isolates if the issue is group-related or something else.
    Or, Publish a new app with only one or two users or a small group to isolate if complexity or size of audiences is causing issues.

    Based on your description here are key points and troubleshooting steps to follow and let us know if it helps:

     

    1. Ensure ALL users in the linked security groups have a valid Power BI Pro or Premium Per User license. Even if one person has a license, others without it won’t see the app.
    2. Make sure the groups are standard security groups. Microsoft 365 groups or nested groups won’t work for audiences.
    3. Sometimes membership synchronization between Azure AD and Power BI takes time. Users should sign out and back in to refresh their permissions.
    4.  Verify the security groups are properly added under the app’s Audience settings. Check also workspace roles because direct workspace access can affect this.
    5. Groups need access to not just the app but also the underlying workspace and datasets. Check that dataset permissions and any Row-Level Security (RLS) include these groups.
    6. Clear browser cache or try incognito/private mode to avoid portal caching issues.

    If all above are confirmed and the problem still persists please try:

    • Re-adding or creating new security groups for testing
    • Checking for any limits on groups assigned to app audiences
    • Reviewing Azure AD sign-in logs for sync issues

        grazitti_sapna That was a very good idea. It looks like something was wrong with the group, as creating a new group with the same users solved it. I really don't understand why a new group did the job, because it was basically the same (except for different owner). Thank you for your help!
