Users involved:
Person A – original report & semantic model owner, created & published the workspace app containing many reports.
- Power BI workspace Admin
Person B – modified two reports to use new data sources that Person A cannot access.
- - Power BI workspace Admin & Tenant admin
Timeline / what happened
Person A published updated/modified report(s) by person B , but they it as “Published (disconnected)” because A didn’t have access to the new sources which were used by Person B's newly modified report
Person B then took over ownership of the two models, configured the gateway, and enabled refreshes due to above issue.
After this, the workspace app is no longer visible. In the workspace header, both A and B only see “Create app” (as if no app is currently published).
The reports themselves are still in the workspace (including the two newly published ones), but the app that previously contained them is gone.
Question(s)
Can changing semantic model/report ownership or reconfiguring the gateway (by another Member/Admin) unpublish or delete the workspace app?
Under what conditions would an app disappear so that everyone only sees “Create app”?
What’s the recommended way to restore or republish the original app (ideally with the same app ID / URL) to avoid breaking user bookmarks?

That is a rather unexpected behavior. Apps usually need to be unpublished to "disappear".

We checked Audit logs and It has been mistenly unpublished .
So created it from the beginning and then already created URL was changed

I was able to check the audit logs related to the App and it was mistakenly unpublished bh someone. Then recreated the App but URL was not same
Yes, changing dataset ownership or gateway config can cause a Power BI app to unpublish silently, especially if the original publisher loses access to key data sources.
The “Create app” message means the app was unpublished, not deleted.
To restore the app:
Go to the workspace → click “Create app” → reselect reports → republish with same name and audience.
This may preserve the original app URL if the app wasn’t deleted.
Audit logs (via Microsoft Purview or M365 Compliance Center) can confirm what happened — look for AppUnpublished, DatasetOwnershipChanged, or GatewayMappingChanged.

Using your provided URL I rasied a ticket to microsoft and they hepled me to check Audit logs.
(App was mistakenly unpublished by someone. )
Check Audit Logs for app deletion/unpublish activity.
Review lineage view in the workspace; verify all datasets, gateways, and report connections are valid.
Confirm both A and B have access to all datasets and reports.
Republish the app using the same name.
Share feedback directly with Fabric product managers, participate in targeted research studies and influence the Fabric roadmap.
