I am almost certain this used to work. I have two different Premium workspaces with different sets of users and both are behaving as follows. From within the published app, when a user goes to subscribe to the report, the "Attach full report" options are greyed out. When I subscribe I have access to this, but they do not. Users only have permissions to the app, not the workspace. All reports and datasets are contained in the same worksapce as the published app.

I have similar issue. When user subscribes the report from workspace, then he is able to attach the full report as pdf. But I have the Power BI App, where users do not have access to the workspace - only to the app - and then they cannot attach full report when subscribing the report. Again if I add the user to the worspace as a Viewer, then it works fine.
I belive it should not work like that, this is a purpose of the App so the users would not have access to the workspace so why such limitation is in App?

Could you look in your tenant settings and confirm that users are allowed to have attachments in their report subscriptions?
@GilbertQ unfortunately the user is still reporting that options are greyed out in the "Attach full report" dropdown. I also found an app which I have permissions to where I do not have workspace permissions, making me just a user. In that App I see the same thing when I try to subscribe: The options are greyed out and the tooltip says "Upgrade to Power BI Premium to attach the report." I already have a pro license, and the app is in a premium workspace.

I checked with the admin and there have not been any changes to our tenant settings. This problem also looks to be resolved, as it's working as normal again. I am checking with one of my users, but I think it was a glitch...
