App controls missing on workspace items

According to https://docs.microsoft.com/en-us/power-bi/service-create-distribute-apps, I should be able to specify what items in my group workspace will be published in an app

But in my app workspace I only have the Name, Actions and Owner columns. If I try Publish App, everything will be included.

I am an  admin on the workspace.

What am I missing to be able to select the elements individually?
