App access to free users in Premium workspace

Hi

I have a premium workspace and I am building an app based on reports shared in this workspace. When I give app access to power bi users with free license, they get an error message as below. Request help on this.

Could you please try to give the read permission of dataset to the user to see if they can access the app? Please refer to following similar thread: https://community.powerbi.com/t5/Service/Permission-Required-error/td-p/852136

If it does not work, Could you please check if  this workspace use any cross-workspace dataset?
