App Workspaces and O365 Groups

I remember reading that soon creating an App Workspace would not create an O365 group on the back end. Has this been implemented yet? If not how soon can we expect this? We do not want to give users the ability to create O365 groups, but we currently need this ability turned on so that they can create an App Workspace. We are patiently awaiting the day these two things are not interdependent.

I am not sure when it will be released.

But what I could suggest is to have one or a few users which are able to create the App Workspaces. These users could then add in as Members or Admin's into the App Workspaces just created.

In doing so, you would not have to allow any user to create Office 365 groups.
