I have an app that contains 2 reports. I update the reports to show a "Report is down due to maintenance" message and hide all other tabs. I update the app and it behaves as intended when I access through power bi.
However, some users have cached versions and bookmarks saved prior to the update. When they access the reports that way, they are still able to see all the tabs I've hidden in the newest published version. Is there a way to "disable" that behavoir? Do I need to unpublish the app?

You should not give users build permission and report copy permission, you should only give them view permission.
Now you try to cancel the permission and update the App again.

Would the "answer" be - have all users clear their cache and bookmarks?

If your users do not need to be using the app at all right now, then I suggest that you UNpublish. That way, when user tries to open the app, it won't open. to be extra sure, also change/revoke the users' permissions.
