App Not Installing For External Viewers

This was partially successful!
I removed the Audience (1 of 3) that was published to the entire organisation.That has:
- Allowed the external user to install the app.
- Access the app content.
- See some of the visuals contained in the app.
- Allowed the User Principal Name card visual to show that this value is being returned correctly.
The remaining issues are:
- One page cannot load the model associated with the report.
- 5 of 10 pages return "Can't display the visual. See details" on all visuals.
We picked up this issue on one of our apps now as well. External users cant get/install the app whilst there is a audience that has been shared with the entire organization.
Once we remove that audience, it works.
Does Microsoft have an explanation for this? What are they doing about it?
