I am having an issues using App audiences for the first time. I have created 3 audiences and have assigned users to them - but when I go into manage permissions to the app I am showing many users listed in all.
See screen shot - I have these users along with many others correctly in Ops Managers and ELT audience and half of the users are appearing on the list correctly and half are appearing as all
There are no permissions on the Workspace for these users.
I would like to announce this new app - but I am unsure if these people will have the correct reports assigned.

Hello! I am having the same problem. I cant seem to find any consistency in the ones that are showing as All when they should not be All. Has an answer been found?
After playing with it for some time - including deleting users and them re-adding them to the audience. - I may have discovered what the "real" issue is.
The screen does not correctly show who is in any audience. In fact by scrolling up and down the page with the mouse wheel - or using the scroll bar the displayed audience changes to a random pick.

When you adding users to the audience, users in your workspace will show as workspace users. If they are not in your workspace, they will show under "advanced".
I suggest that you can try to add users into a group and then add them to audience.

@v-xiaosun-msft I don't think you are understanding the problem. I have no problem adding the people. The issue is on the Manage Permissions page. There - the audience the person is in changes when I use the mouse to scroll up and down the page.
