Analyze in excel greyed out

I do not understand the logic.
A user is not able to select "analyze in excel" from a report in an app in power bi service.
If I grant the user access to the workspace, it does work. Then the user can go the corresponding app, open the report and select "Analyze in excel".
If I take away the workspace access, it does not work.
The tenant settings are set correctly.
Does anyone know why this is? I would not like to give users access to the workspaces, if they already have access to the corresponding apps.
This is expected. According to the Microsoft documentation, "You must have Build permission to the Power BI dataset or have at least a Contributor role in the Power BI workspace containing your dataset."

This is expected. According to the Microsoft documentation, "You must have Build permission to the Power BI dataset or have at least a Contributor role in the Power BI workspace containing your dataset."

What if I enable either of these for the audience? Will they be able to "Analyze in Excel", but not be able to view reports they aren't meant to view in the App?
