Our organization has disabled, through the Admin Portal, a couple Export and Sharing Settings - "Export Data" and "Export reports as PowerPoint or PDF documents" until we put the right governance and controls in place to protect some of our sensitive data.
Based on my reading of the Planning a Power BI Enterprise Deployment Whitepaper, these functionalities are available through the App Workspace. Within the App Workspace there are three different roles (i.e. Admin, Member and Contributor). For both of the "Export Data" and "Export reports as PowerPoint or PDF documents" functionalities, which role can access them? I read a post in a different community, that it might be limited to Admin only. But there was no definitive answer. We would like to give access to these two Export functions to either Contributors or Members.

Based on my test, the member could use Analyze in Excel function:
And based on my research, Admins and members can do everything members can do, so I think all of the roles could use this function:
