Analyze in Excel capabilities / limitations via App

We currently have disabled Export and Sharing Settings - "Export Data" and "Export reports as PowerPoint or PDF documents" through the Admin Portal. We want to turn this functionality on so that we can enable users with access to the Power BI Workspace in Member or Contributor role to utilize the Analyze in Excel functionality. At the same time, we want to limit other users from using Analyze in Excel through the Power BI Service App.

 

According to the Planning a Power BI Enterprise Deployment Whitepaper, read only functionalities are available through the Power BI Service App. We want to confirm that if we enable both the "Export Data" and "Export reports as PowerPoint or PDF documents" functions, then publish dashboards and reports from the Workspace to the App, any users with access only to the App (not App Workspace) are restricted from using the Analyze in Excel functionality because they have App only access.

Can you clarify whether you are answering the question about App only users be restricted from using Analyze in Excel?

 

Should also clarify that we are talking about the newer V2 Workspace in preview.

Yes, it could use this function.

generally speaking, since you could see the data of report, you will be export the data and others.
