We are starting to work on creating workspaces and apps to share reports/dashboards with our users. We are running into an issue where the users cannot pin visuals from reports that have been shared with them. They get a "read only" message pop up when they try. We also have an issue with users that want to see visuals from other workspace reports added to a single dashboard. Is it possible to create a single dashboard that has visuals pinned from reports from multiple workspaces?
I am trying to wrap my head around the whole app vs app workspace process for sharing. You create a workspace and then you can add people to that workspace and set their permissions (admin, member or contributor). But then when you publish the app you then have to add another list of users that are going to see the app? What is the point of the workspace then? We want to have it so our users to have enough permissions to be able to pin visuals from the App to create their own Dashboards but not have access to everything in the workspace. Is that possible?

1. I'm afraid that we may not create a single dashboard that has visuals pinned from reports from multiple workspaces in Power BI currently.
You could vote this similar idea here which has been submitted in Power BI ideas forum and add your comments there to improve Power BI and make this feature coming sooner.
2. Currently, pin visuals from app to custom dashboard this feature is not supported in Power BI.
You could vote this similar idea in Power BI ideas forum.
In addition, Organizational Content Pack may meet your requirement which allow you copy the report and pin the visual to your custom dashboard.
