Hi,
Is it possible to allow other users to refresh the dataset of a report that I've published to Power BI service? Can I grant access for others to do this?

This is not entirely true.
Yes, you get eight scheduled refreshes in a day. However manual refreshes can be manually kicked off from the power bi service at any time and do not count against the scheduled refresh limit.

I assume this doesn't work for any reports published on the default "My Workspace" and has to be on a new app workspace?
I was unable to see any access settings for "My Workspace" but I could see for the other workspaces.
