Allow Users to do Manual Refresh

It's becoming pretty clear to me that scheduled refresh is not going to be a good option for us. We have a beast of a SQL server but scheduling 36 data refreshes is putting it on its knees. Too many ...

I'm trying to do the same thing, but after setting up a Microsoft flow and attaching the URL to a button on a Power BI report, it seems that we would need to purchase Flow Automate licenses for any user who wants to be able to click that button.
