Allow Members to refresh a dataset

Hi Community

I have created a workspace that is hosting 1 dataset and report. I want to allow certain Members in the company to refresh the dataset as needed. This workspace is supported by Premium Capacity. 
I have done the following but the members can still not refresh. What am I missing? Please help
1) Granted the member acces to the workspace with permission level set to member, have also tried admim
2) In the dataset mangage permission sections I have made sure that all permissions was granted
3) In the manage gateways settings I have added the users on all the relevant datasources
4) I have published an App an in the audience andvanced section the permission was allowed to build and share dataset.

Any suggestion on what else I need to change?

Interesting question. Curiously "refresh a dataset"  is not explicitly listed.
