Alerts on Card Visual (with filters)

Hello,

I am trying to find alerts for a card visual, when the number hits 18.  However, I have filters, so

1.  I'd like to get an alert every time any team member hits 18.  Is this possible?  

2.  Can I set alert to go to another peer in my organization versus the email coming to me?

As i know that there no such type of functionality available in Power BI.
