Advice on Report Layout
I have a report for our department, however, I want to get some advice on general formatting of the report. I have created a slicer pane for dates and departments, but I think the report is still a little cluttered. Some names and such are still being tweaked currently, but I am looking for any input or feedback.

There is an "art" to Power BI and I think that this questions falls into that area. The first question I have (which is a tough one for most developers) is "What do the end users expect?" and/or "What are the end users expecting to see?" This may or may not be cluttered from that perspective.
If you are looking for a bit of a cleaner look it may be to make the table on another page as either a bookmark or drillthrough or even just another perspective of the same data.
