Admin Power BI Service

My company has some licenses of office 365, but I want to implement power bi pro without office 365 licenses, only Power BI PRO (U$9.99), so I need to have an admin user of the power bi service that will be different from the user and administrator of office 365. How can I do this? Today I have only the Office 365 administrator.
