I am an admin/owner of 40+ reports assigned to 77 users, all having some combination of RLS and app groupings. It would be convenient, if after I configured a user, I could somehow impersonate that user in the cloud, (not desktop) so I could peruse all his reporting access at once. I have used the API admin functions to creat a permission access reporting and short of changing the users 365 password , SSO and multi-factor off, and logging in as him, I see no way to easily accomplish this.

As it stands today, you can only test the RLS on the reports that are in the same workspace as the semantic model is. the only other way I can think of doing this is to use DAX studio and then connect to the semantic model and impersonating the user on login.
